Hiring for the GCC's AI infrastructure build-out is hard for three reasons that published sources document: AI skills carry large pay premiums in the UAE, the projects are very large, and nationalization rules in Saudi Arabia and the UAE demand closer compliance. This page sets out the facts we could verify at the original source, and then our view of what employers should do about them.
Updated October 2026. We re-checked every outside source on this page against the original publisher. Figures we could not trace to a published source were removed, the description of Stargate UAE and the date of the fraud survey were corrected, and the Emiratisation fine now points to our guide because sources disagree on the 2026 amount.
Key Takeaways
- PwC's 2026 Global AI Jobs Barometer, as reported by Gulf News, found a 92% wage premium for AI skills in UAE financial services and 50% in technology, media and telecoms.
- Stargate UAE is a 1-gigawatt compute cluster inside a planned 5-gigawatt UAE-US AI Campus in Abu Dhabi, announced in May 2025 (Intelligent CIO). HUMAIN is Saudi Arabia's Public Investment Fund-owned AI company (Gulf News).
- Saudi Arabia's HRSD says Nitaqat Saudization rates are calculated from contracts electronically documented on Qiwa, effective 15 April 2026 (Saudi HRSD).
- GetReal Security's survey found 41% of organizations with 1,000 or more employees had hired and onboarded a fake job candidate or imposter.
- Emiratisation contribution amounts depend on company size and year, and sources differ for 2026. Check our guide before budgeting.
Why is sovereign AI infrastructure creating a new kind of talent demand?
Two projects show the scale. Stargate UAE is a 1-gigawatt compute cluster built by G42 and operated by OpenAI and Oracle, with NVIDIA, SoftBank Group and Cisco as partners, inside a UAE-US AI Campus planned to provide 5 gigawatts of AI data centre capacity (Intelligent CIO). The first 200-megawatt cluster was expected to go live in 2026 (announced 23 May 2025). In Saudi Arabia, HUMAIN is owned by the Public Investment Fund and was announced to provide data centres, AI infrastructure and cloud capabilities, and Arabic large language models (Gulf News, 12 May 2025).
In our view, projects of this kind need people who can bridge physical infrastructure and digital systems: data-centre engineers, operational-technology security leads, and technical leaders who have delivered comparable projects before, not only managed cloud migrations. That is our reading of the demand, not a published statistic.
How much more are AI-skilled professionals earning in the UAE?
According to PwC's 2026 Global AI Jobs Barometer, as reported by Gulf News, UAE employees with AI skills earn a 92% wage premium in financial services and a 50% premium in technology, media and telecoms, compared with workers in similar occupations without those skills. PwC notes such premiums often reflect shortages of skilled workers rather than simply higher-paying industries.
Our view: a premium driven by scarcity is a reason to benchmark AI-adjacent roles against current offers, not against last year's salary bands.
What did Saudi Arabia change with Qiwa and Nitaqat in 2026?
The Saudi Ministry of Human Resources and Social Development announced that, effective 15 April 2026, Nitaqat Saudization rates are calculated from employment contracts that are electronically documented on the Qiwa platform, and that documenting Saudi employees' contracts on Qiwa is a fundamental requirement for their inclusion in Saudization rates (HRSD, page dated 3 May 2026). For employers, that makes contract documentation a compliance task to track, not paperwork to leave until the end of the year. The ministry page does not give thresholds, so confirm current rules with it directly.
What about Emiratisation?
Emiratisation contributions for unfilled skilled positions depend on the size of the company and the year, and official and press sources do not fully agree on the 2026 amount. We set out the figures with their sources, and where they differ, in our Emiratisation guide. For the hiring-strategy side, see our guide to nationalization policies and talent acquisition.
Is AI screening making candidate fraud worse?
In GetReal Security's Deepfake Readiness Benchmark Report, as reported by Biometric Update on 11 May 2026, 41% of organizations with 1,000 or more employees reported having hired and onboarded a fake job candidate or imposter. The figure covers large organizations surveyed by GetReal, so it is not a measure of all employers or of the GCC.
Our view: employers should pair AI screening with a human verification layer. Confirm a candidate's project history with named references and their credentials with the issuing body, and treat an unusually polished profile as a reason to look closer, not to move faster.
How can companies close these hiring gaps?
This is our view, not survey data.
- Benchmark more often than once a year. A compensation band set long ago can lag a market where AI skills carry large premiums.
- Prepare the interview process before you need it. Agree budget and offer thresholds in advance, so a strong candidate can receive an offer quickly after the final interview.
- Screen for verified skills and delivery history. Practical certifications and confirmed project outcomes say more about infrastructure-scale work than a university name does.
- Track nationalization compliance operationally. Treat Qiwa documentation and Emiratisation status like any other business metric.
| Area | Legacy approach | What we recommend |
|---|---|---|
| Candidate screening | CV keyword and degree matching | Skills-based evaluation with certifications and verified project history |
| Salary benchmarking | Old survey data | Regular benchmarking against current offers for AI-adjacent roles |
| Interview process | Many stages, ad hoc scheduling | Pre-scheduled stages with pre-approved offer thresholds |
| Identity and credential checks | CV and reference letters taken at face value | Cross-checks with issuing bodies and named former colleagues |
